Labour cost and productivity at national, regional / metropolitan or city level provides a comparable measure of the cost of work in employment done by human beings. We use the following data sources for this factor: Economic Research Institute, International Labour organization, National departments of Labour.

This includes the relaxing of labour market regulations which are considered an obstacle to growth and employment creation. Key factors are flexibility in wages, hours of work, work organization, and also in labour utilization through flexible hiring and employment practices. We use the following data sources for this indicator: The World Bank, National departments of Statistics/Labor.

Cost of living factor

Cost of living indicates the comparable local buying power for any given salary. Cost of living is calculated as the total cost of a bundle of products, including: rental rates, housing prices, income taxes, property taxes, gasoline prices, medical costs/services, major retail grocery and drug store prices, etc. Cost-of-living differentials, as reported by ERI, reflect cost models at different income levels (e.g., an auto of "x" value driven "x" distance, home rental with no mortgage income tax deductions, home ownership with income tax mortgage deductions, etc...).
